Understand project governance
Infrastructure projects may involve multiple public authorities, regulators, Indigenous rights holders, local communities, lenders and private delivery partners. Identify their distinct roles early.
Separate procurement from advocacy
Public procurement processes have specific communications and fairness requirements. Government-affairs activity must not interfere with competitive processes or circumvent designated procurement contacts.
Assess approvals and public interest
Consider permitting, environmental assessment, land use, labour, security, trade, financing and community impacts relevant to the project.
Build a credible stakeholder strategy
Use transparent factual communications, consultation planning and documented engagement. Recognize Indigenous rights and consultation processes where applicable.
Manage long project horizons
Monitor changes in policy, budgets, elections and project milestones; review strategy as facts change without assuming any outcome is guaranteed.
