Federal and provincial regimes
Canada has federal and provincial or territorial lobbying frameworks, and some municipalities also have rules. Definitions, thresholds, filing requirements and reporting periods vary by jurisdiction.
Consultant and in-house activity
Requirements may differ between consultants acting for clients and employees lobbying on behalf of their employer. Some activities, including arranging meetings, can be relevant under particular regimes.
Registration is not the only obligation
Organizations should also consider codes of conduct, conflict-of-interest rules, restrictions involving former public officials and applicable procurement integrity requirements.
Build a compliance workflow
Identify the client and subject matter, determine relevant public offices, seek legal review where needed, assign responsibility for filings, and keep contemporaneous records.
Use primary sources
Review the Office of the Commissioner of Lobbying of Canada and the relevant provincial registrar before acting. This article is general information, not legal advice.
